Provide verified E-contact Means in Licence and Permit Applications to the Transport Department

The queue ticketing system for driving licensing related services has been implemented at the four Licensing Offices of the Transport Department starting (please click here for details). For driving licensing services and driving test applications processing over the counter, if no prior appointment has been made online or by phone, applicants are required to obtain a same-day queue ticket on-site before using the counter services.

Inclusion of encrypted QR code on Driving Licence

Starting from 22 March 2021, the Transport Department (TD) will print a system encrypted QR code on newly issued driving licence. The above measure facilitates the implementation of e-Ticketing Pilot Scheme by the Hong Kong Police Force (HKPF). How to Apply for Driving Licences

To apply for driving licences, you must, first of all, complete the relevant application forms which can be obtained on the Internet. Download forms

The application forms are also available at the enquiry counter of any of the Licensing Offices of Transport Department, the Home Affairs Department Public Enquiry Service Centres, Post Offices and through the 24-hour Enquiry Hotline (852) 2804 2600 to obtain a fax copy.

After you have completed the application form, forward it, together with relevant supporting documents and the appropriate fee, either in person or by post as appropriate, to the licensing offices concerned.

What You Should Note (Details)

1.	General Information
	Please read the notes on the application form carefully and ensure the form is duly completed and signed; Ensure that your application is accompanied by all necessary supporting documents, for example, address proof and vehicle registration document (if applicable), etc; If you have not received the licence concerned 4 weeks after the submission of your application via post, drop boxes or through GovHK, please inform us at 2804 2600 for follow up action; Do not send cash by post. Crossed cheques/cashier orders for the correct amount of fees should be made payable to either "The Government of the Hong Kong Special Administrative Region" or "The Government of the HKSAR". Please write down your name, first four characters/digits of your identity document number/vehicle registration mark and daytime contact telephone number on the back of the cheques/cashier orders; and Underpaid mail items will be rejected. For proper delivery of your mail items to the department, please ensure your mail items bear sufficient postage with return address. (Details).
2.	Outstanding Fines
	Make sure that you have settled all moving or parking offence penalties imposed on you or your vehicle; If you choose to settle outstanding court fines by cheque, your subsequent application for licensing services to the Transport Department in respect of driving licence, vehicle licence and transfer of vehicle ownership would only be processed 7 working days after the date of payment; and The Commissioner for Transport is not empowered to issue any driving licence or vehicle licence to you if there are any outstanding court orders directing the Commissioner for Transport to refuse to issue the said licence to you.
3.	Change in Personal Particulars
	If a change occurs in the name, address or identity document of a driving licence holder/registered owner previously provided by the driving licence holder/registered owner to the Commissioner for Transport, the driving licence holder/registered owner shall, within 72 hours of the change, notify the Commissioner for Transport in writing or by submitting the completed Transport Department Form (TD559) with the proof of change. Any person who without reasonable excuse contravenes such requirement commits an offence and is liable to a fine of $2,000. For cases of change of name or change of identity document, the driving licence holder/registered owner shall also deliver to the Commissioner for Transport the existing original driving licence (if applicable), original driving instructor's licence (if applicable), original vehicle registration document (if applicable), vehicle licence (if applicable) and Certification of Allocation of Personalized Registration Mark (if applicable) for amendment; and For any change of address notified under any Transport Department application form (except Application for a Certificate of Particulars of Vehicle (TD318)), all vehicle/driving licence records of the applicant under the same identity document held by this Department will also be changed.
