Notice is hereby given that in order to facilitate the 15th National Games Cross-boundary road cycling test event, the following special traffic and transport arrangements will be implemented on 24 November 2024 (Sunday):
I. SPECIAL TRAFFIC ARRANGEMENT
A. Port Temporary SuspensionHong Kong-Zhuhai-Macao Bridge ("HZMB") Hong Kong Port ("HKP") will be temporary suspended with details as follows:

B. Road Closures
Depending on the actual finishing time of the race, and complete clearance for safe re-opening of roads to vehicular traffic, the following road sections will be closed to all vehicular traffic on 24 November 2024 at the time specified below (except vehicles relevant to the event):
C. Traffic Diversions
During the road closure periods, the following traffic diversions will be implemented:
Please refer to Figure 1 and Figure 2 for the details of above temporary traffic arrangements.
D. Traffic Control
Rolling roadblocks will be implemented along North Lantau Highway (Both Bounds), Penny's Bay Highway (Both Bounds), Magic Road (Both Bounds) and Fantasy Road (Both Bounds) from 10.00 am to 12.00 pm, subject to the actual race time. Subject to the traffic situation, Police may temporarily suspend the traffic of slip road from North Lantau Highway (westbound) to Penny's Bay Highway for not more than 30 minutes (subject to actual race time) to facilitate the traffic control measures to be implemented. Motorists are also advised to drive with care and patience, and follow the directions of the Traffic Police and to take heed of traffic signs at the scene.
II. PUBLIC TRANSPORT ARRANGEMENTS
(A) Mass Transit Railway (MTR) Services
The train frequency of Tung Chung Line will be enhanced on 24 November 2024 as follows:

During the event, the services of Airport Express Line and Disneyland Resort Line will be strengthened subject to passenger demand while the services of other MTR lines will remain normal.
In connection with the temporary road closures and traffic diversions of Shun Long Road, the following bus routes will be diverted from 6.30 am to 2.00 pm of 24 November 2024 (Sunday):

iii. Frequency Adjustment
The service frequency of the affected bus routes may subject to temporary adjustment according to actual traffic conditions.
(C) Hong Kong-Zhuhai-Macao Bridge Shuttle Bus, Cross-boundary Coaches and Cross-boundary Hire Car
Hong Kong-Zhuhai-Macao Bridge Shuttle Bus, cross-boundary coaches and cross-boundary hire cars will be suspended during the test event. The last departure of HZMB Shuttle bus would be 7.30 am from HKP.
III. RESTRICTION ON VEHICULAR ACCESS TO/FROM CAR PARKS AND HOTELS
Vehicular access to and from car parks and hotels within the affected area will not be allowed during the traffic control of Penny's Bay Highway (Both Bounds), Magic Road (Both Bounds) and Fantasy Road (Both Bounds) for around 30 minutes between 10.20 am to 11:50 am of 24 November 2024, subject to the actual race time. Motorists wishing to park their vehicles in these car parks and hotels are advised to do so before the implementation of traffic control measures and shall prepare to accept that their vehicles cannot leave hotels and car parks until the uplifting of these measures.
IV. REMOVAL OF ILLEGAL PARKED VEHICLES
Any vehicles found illegally parked within the areas of the special traffic arrangements specified above may be towed away by the Police without prior notice.
V. ATTENTION AND APPEAL
Members of the public should pay particular attention to the temporary road closures, traffic control and public transport arrangements on that day. Due to rolling roadblocks on North Lantau Highway and Penny's Bay Highway, the TD anticipates that traffic in the Airport, the North Lantau Highway, Lantau Link, Airport Road and Chek Lap Kok Road will be more busy when compared with normal Sundays. Members of the public and tourists planning to go to Hong Kong International Airport or Hong Kong Disneyland are advised to use railway services as far as possible. Motorists are advised to avoid driving to the affected areas, and in case of traffic congestion, motorists should exercise patience and drive with care, and follow the instructions of the Police on site. Journey time of bus services (including "A" and "E" routes) from Airport/North Lantau to Urban/New Territories Areas will be increased, then it may affect the stability of the bus services from Urban/New Territories Areas to / from Airport/North Lantau. Passengers should allow more travelling time for their journey to / from Airport/North Lantau and Urban/New Territories. Appropriate traffic signs and traffic aids will be erected to guide motorists. Notices will be displayed by public transport operators to advise passengers of the above temporary traffic and transport arrangements. Actual road closure time will depend on actual finishing time of the event, and complete clearance for safe re-opening of roads to vehicular traffic. The TD and the Police will closely monitor the traffic situation. Other temporary road and traffic control measures, including adjusting the extent of road closure, and alteration or suspension of public transport services may be implemented by the Police at short notice depending on the actual traffic conditions. Members of the public are advised to stay alert to the latest traffic news through the media, or may browse the TD's website (www.td.gov.hk) or mobile application "HKeMobility" for information about the special traffic and transport information, or may also browse relevant public transport operators' website or mobile application for details of service changes.
