The Government has implemented Time-varying Tolls at the three Road Harbour Crossings (RHCs), namely the Western Harbour Crossings (WHC), the Cross Harbour Tunnel (CHT), and the Eastern Harbour Crossings (EHC). The Time-varying Tolls applies to private cars and motorcycles. Different toll levels are charged at different time slots in order to suppress and divert the excessive traffic demand during peak hours, thereby alleviating the cross-harbour congestion. The toll plan also simplifies the toll structure and reduces the WHC tolls for commercial vehicles, which facilitate the operation of commercial vehicle trades.

Time-varying Toll Plan (implemented from 5am on 17 December 2023)

Toll Plan Details
The toll for private cars is higher in the morning and evening peak time slots. The toll of WHC is maintained at $60 while the tolls of CHT and EHC are increased to $40. A uniform toll of $30 is charged for private cars using the three RHCs during the normal time slot while the uniform toll is reduced to $20 during the remaining off-peak time slot. For Sundays and general holidays, a uniform toll of $25 is charged in the normal time slot; and at $20 for the rest of the day.

The Time-varying Toll Plan for Road Harbour Crossings - Private Cars

For motorcycles, the corresponding toll for all time slots is set at a level of 40% of the toll for private cars. The existing all-day uniform toll of $25 for taxis is maintained while other commercial vehicles, including goods vehicles, light buses and buses are charged at $50 throughout the day.

Transition Charging Arrangement

Transition charging arrangements are in place between different time slots to reduce the incentive for individual drivers to deliberately increase/decrease their speed ahead of toll change.

Between two time slots, the tolls across the three RHCs gradually increase/decrease, say, at intervals of a maximum of $2 per two minutes for private cars. The transitional time slots start simultaneously across the three RHCs.

Examples of Transition Charging Arrangements

Taking weekday tolls as an example, the toll for private car is $20 during the "off-peak time slot". At 07:30, once the off-peak time slot ends, the toll immediately increases by $2 to $22. After 2 minutes at 07:32 am, the toll increases by another $2 to $24. In this manner, the toll gradually increases by $2 every 2 minutes until it reaches the tolls for "peak time slot" of $40 (for CHT and EHC) or $60 (for WHC). At 19:00, once the peak time slot ends, the toll immediately decreases by $2 to $38 (for CHT and EHC) and $58 (for WHC). After 2 minutes at 19:02, the toll decreases by another $2 to $36 (for CHT and EHC) and $56 (for WHC). In this manner, the toll gradually decreases by $2 every 2 minutes until it reaches the toll for "off-peak time slot" of $20. The transition toll arrangements between other charging time slots are similar, with the toll gradually increasing or decreasing from the moment the previous time slot ends and entering the following time slot.

Vehicle Type subject to Fixed Tolls
Taxi2
Every day All day fixed toll $25
Other vehicles (Including goods vehicle, light bus and bus)
Every day All day fixed toll $50
Remark:
1. For private cars and motorcycles (including motor tricycles), there is a transition charging arrangement to bridge those time slots with toll differential in an orderly manner to ensure road safety. In all transitional time slots, tolls across the three RHCs gradually increase/decrease at an interval of a maximum of $2 per two minutes (for private cars) and $0.8 per two minutes (for motorcycles (including motor tricycles)). The transitional time slots kick in across the three RHCs simultaneously.

2.

Same as the previous surcharge arrangement, taxi passenger (if not hiring from a cross-harbour taxi stand) need to pay both the outbound ($25) and return tolls ($25) (i.e. $50 in total for a hired trip).

Detailed Toll Table

For the detailed toll plan incorporating the transition charging arrangement, please refer to the "Time-varying Toll Plans Summary Table".

Charging Arrangement

The tolls under the Time-varying Toll are determined based on the vehicle data and passage time records detected by the existing HKeToll toll points installed at the RHCs.

The toll points of the three RHCs are generally installed near the original toll plazas, i.e. the entrances and exits of the RHCs on Kowloon side. However, since there is a branch road leading to other places in front of the original toll plaza of WHC (northbound), it is not suitable for the installation of detection equipment. Therefore, the toll point for the northbound direction of WHC was set up at the entrance on Hong Kong Island side.

New Toll Information Displays have been installed at/near the existing toll points of HKeToll at the three RHCs to provide the real-time toll information and indicate the approximate locations of the toll points to the motorists.

Benefits

It is predicted that the overall cross-harbour traffic flow will be reduced by 5% in peak hour to reduce the influence on non-cross-harbour traffic. Overall speaking, the Government believes that by adjusting the tolls of the three RHCs, the cross harbour journey time at the CHT and EHC could be shortened, bringing benefits to private car motorists, the public transport trade, the commercial vehicles trade, passengers of cross-harbour buses and the community as a whole.

i) Benefits to Traffic
Benefits to Cross-Harbour Traffic
  • Reduce the number of cross-harbour private cars and motorcycles during peak time slots to alleviate the cross-harbour traffic and minimise the impact on non-cross-harbour traffic
  • Shorten the traffic queue and travelling time during peak time slots for CHT and EHC

ii)
Benefits to Private Car
Benefits to Private Car
  • Enjoy lower toll outside peak time slots
  • 80% of time within a day is beyond the peak time slots
  • Reduced travelling time during peak hours for CHT/EHC and alleviate the non-cross-harbour traffic congestion nearby

iii)
Benefits to Commercial Vehicles
Benefits to Commercial Vehicles
Benefits to Commercial Vehicles
  • WHC tolls in general substantially reduced
  • Fixed toll can avoid affecting drivers'schedule and respond to trades' request
  • Select tunnel based on destinations and reduce detouring under uniform tolls
  • Saved travelling time and fuel cost with alleviated congestion during peak time slots

iv)
Benefits to Franchised Bus and Passengers
Benefits to Franchised Bus and Passengers
  • Reduced travelling time on cross-harbour bus services
  • Opportunities for improved cross-harbour bus services, e.g. new services and routes
  • Additional bus gates at RHCs to uphold public transport's priority
  • Reduce bus operating cost with a view to moderating fare rise with toll saving

v)
Benefits to Taxi and Passengers
Benefits to Taxi and Passengers
  • Passenger could continue to select tunnel based on destinations, allowing a less time-consuming and flexible journey
  • A fixed toll on taxis could avoid disputes among taxi drivers and passengers over the exact toll charged hence the amount payable by passengers

Toll Plan Benefits Require Time to Reveal

The Time-varying Toll Plan is a new toll arrangement which changes the tolls of most vehicle types (excluding taxi) at RHCs. We anticipate that drivers may require a longer time to adapt, including adjusting their travel patterns, travel times, and route choices, and these habits also interact among drivers. Therefore, at the early stage upon implementation of the Time-varying Toll Plan, we expect that the cross-harbour traffic conditions may vary from day to day and it will take some time to gradually stabilise.
