To meet the ever-changing need of the community and to sharpen Hong Kong's edge as an international transportation hub, it is the Government's policy to encourage the development of new transport initiatives.  To this end, the Government is taking the lead to attract overseas companies, investors and international expertise to Hong Kong to assist in developing an efficient, safe and environmental-friendly transport system.
