Inclusion of encrypted QR code on Vehicle Licence Starting from 20 April 2020, the Transport Department (TD) will print a system encrypted QR code on newly issued vehicle licence. The above measure facilitates the implementation of the e-Ticketing Pilot Scheme by the Hong Kong Police Force (HKPF) (Please refer to the press release issued by HKPF on 12 March 2020 https://www.info.gov.hk/gia/general/202003/12/P2020031200543.htm for details). Starting from 30 December 2024, the Transport Department (TD) will issue a notice showing the latest validity period of the vehicle licence (VL) to vehicle owners who have successfully renewed their VL, followed by a VL without the expiry date printed thereon, while other information printed on the vehicle licence remains unchanged. After obtaining such VL without a printed expiry date, registered owners are still required to renew the licence annually. If the vehicle particulars (e.g. registration mark, body colour, etc.) remain unchanged, the vehicle owner can continue to use the same VL after each subsequent renewal, and there is no need to replace the VL displayed on the windscreen of the vehicle. Before the VL expires, the TD will issue VL renewal reminders to vehicle owners through the electronic contact means they provided.
After the vehicle licence is successfully renewed, the registered owner will receive a Vehicle Licensing Notice ("VLN") issued by the TD. The issuance of VLN means the licence is successfully renewed and the latest licensed period of the vehicle will be shown on the VLN. Vehicle owners may scan the new QR code printed at the top of the VL and access the TD's Vehicle Licence Online Enquiry Platform for instant checking of its expiry date without pre-registration.

To apply for vehicle licences, you must, first of all, complete the relevant application forms which can be obtained on the Internet. Download forms
The application forms are also available at the enquiry counter of any of the Licensing Offices of Transport Department, the Home Affairs Department Public Enquiry Service Centres, Post Offices and through the 24-hour Enquiry Hotline (852) 2804 2600 to obtain a fax copy.
After you have completed the application form, forward it, together with relevant supporting documents and the appropriate fee, either in person or by post as appropriate, to the licensing offices concerned.

You may choose to make an appointment for renewal of vehicle licence, transfer of vehicle ownership, application for a duplicate vehicle registration document/ duplicate vehicle licence, or retention/ assignment of vehicle registration mark. You may call the 24-hour Interactive Voice Response System of the Appointment Booking Service at 3763 8080 or logging on the GovHK to make an appointment free of charge. Having an appointment, you or your agent can renew your vehicle licence, transfer vehicle ownership, apply for a duplicate vehicle registration document/ duplicate vehicle licence, or retain/ assign of vehicle registration mark at the designated counter of the selected Licensing Office with the completed application form and required documents during the appointed timeslot.
