Inclusion of encrypted QR code on Vehicle Licence
Starting from 20 April 2020, the Transport Department (TD) will print a system encrypted QR code on newly issued vehicle licence. The above measure facilitates the implementation of the e-Ticketing Pilot Scheme by the Hong Kong Police Force (HKPF) (Please refer to the press release issued by HKPF on 12 March 2020 https://www.info.gov.hk/gia/general/202003/12/P2020031200543.htm for details). Starting from 30 December 2024, the Transport Department (TD) will issue a notice showing the latest validity period of the vehicle licence (VL) to vehicle owners who have successfully renewed their VL, followed by a VL without the expiry date printed thereon, while other information printed on the vehicle licence remains unchanged. After obtaining such VL without a printed expiry date, registered owners are still required to renew the licence annually. If the vehicle particulars (e.g. registration mark, body colour, etc.) remain unchanged, the vehicle owner can continue to use the same VL after each subsequent renewal, and there is no need to replace the VL displayed on the windscreen of the vehicle. Before the VL expires, the TD will issue VL renewal reminders to vehicle owners through the electronic contact means they provided.
After the vehicle licence is successfully renewed, the registered owner will receive a Vehicle Licensing Notice ("VLN") issued by the TD. The issuance of VLN means the licence is successfully renewed and the latest licensed period of the vehicle will be shown on the VLN. Vehicle owners may scan the new QR code printed at the top of the VL and access the TD's Vehicle Licence Online Enquiry Platform for instant checking of its expiry date without pre-registration.
How to Apply for Vehicle Licences
To apply for vehicle licences, you must, first of all, complete the relevant application forms which can be obtained on the Internet. Download forms
The application forms are also available at the enquiry counter of any of the Licensing Offices of Transport Department, the Home Affairs Department Public Enquiry Service Centres, Post Offices and through the 24-hour Enquiry Hotline (852) 2804 2600 to obtain a fax copy.
After you have completed the application form, forward it, together with relevant supporting documents and the appropriate fee, either in person or by post as appropriate, to the licensing offices concerned.

- Please read the notes on the application form carefully and ensure the form is duly completed and signed;
- Ensure that your application is accompanied by all necessary supporting documents, for example, address proof and vehicle registration document (if applicable), etc;
- If you have not received the licence concerned 4 weeks after the submission of your application via post, drop boxes or through GovHK, please inform us at 2804 2600 for follow up action;
- Do not send cash by post. Crossed cheques/cashier orders for the correct amount of fees should be made payable to either "The Government of the Hong Kong Special Administrative Region" or "The Government of the HKSAR". Please write down your name, first four characters/digits of your identity document number/vehicle registration mark and daytime contact telephone number on the back of the cheques/cashier orders; and
- Underpaid mail items will be rejected. For proper delivery of your mail items to the department, please ensure your mail items bear sufficient postage with return address. (Details).

Outstanding Fines |

- Make sure that you have settled all moving or parking offence penalties imposed on you or your vehicle;
- If you choose to settle outstanding court fines by cheque, your subsequent application for licensing services to the Transport Department in respect of driving licence, vehicle licence and transfer of vehicle ownership would only be processed 7 working days after the date of payment; and
- The Commissioner for Transport is not empowered to issue any driving licence or vehicle licence to you if there are any outstanding court orders directing the Commissioner for Transport to refuse to issue the said licence to you.

Change in Personal Particulars |

- If a change occurs in the name, address or identity document of a driving licence holder/registered owner previously provided by the driving licence holder/registered owner to the Commissioner for Transport, the driving licence holder/registered owner shall, within 72 hours of the change, notify the Commissioner for Transport in writing or by submitting the completed Transport Department Form (TD559) with the proof of change. Any person who without reasonable excuse contravenes such requirement commits an offence and is liable to a fine of $2,000. For cases of change of name or change of identity document, the driving licence holder/registered owner shall also deliver to the Commissioner for Transport the existing original driving licence (if applicable), original driving instructor's licence (if applicable), original vehicle registration document (if applicable), vehicle licence (if applicable) and Certification of Allocation of Personalized Registration Mark (if applicable) for amendment; and For any change of address notified under any Transport Department application form (except Application for a Certificate of Particulars of Vehicle (TD318)), all vehicle/driving licence records of the applicant under the same identity document held by this Department will also be changed.
