Alongside the Taxi-Driver-Offence Points ("TDOP") system implemented in September 2024, the Transport Department introduced the Taxi Service Improvement Course ("TSIC") to raise taxi drivers' awareness of complying with various regulations when providing passenger service, and to equip them with appropriate service attitude and emotion management skills for improving their service behavior and manners, thus enhancing the service quality of the taxi industry.
From 22 September 2024 onwards, the following categories of persons are required to attend and complete a TSIC on an obligatory basis within a specified period:
(i) those convicted of scheduled offence(s) specified in the TDOP Ordinance (Cap. 647) and ordered by the Court or Magistrate to attend and complete a TSIC; or
(ii) those having incurred 10 TDOPs within 2 years. They are required to attend a TSIC for every 10 points incurred.
The TSIC is a 4-hour face-to-face course with a modular structure. In addition to the TDOP system, the two-tier penalty system and the regulations relating to taxi drivers, the course also covers appropriate service attitude, customer service standards as well as emotion management.
Participants who have attended the entire course with satisfactory performance (i.e. attending all session(s) on time, being attentive in class, taking active part in class and group discussions and activities, and passing the course-end written assessment) will have 3 points deducted from the total number of TDOPs incurred. However, no points will be deducted under the following 3 circumstances:

| Q1: | What certification will a participant get after attendance and completion of a TSIC? |
| A1: | The taxi service improvement school will issue either a taxi course attendance certificate or a taxi course completion certificate to a participant after he/she has attended and completed the TSIC. A taxi course attendance certificate will be issued to a participant who has attended the entire course, completed all assignments and taken the course-end written assessment, while a taxi course completion certificate will be issued to a participant who has attended the entire course, completed all assignments and taken the course-end written assessment with satisfactory performance. Please note that a participant who has been late or absent for more than 15 minutes will be considered as not having completed the course. |
| Q2: | What are the course duration and course fee? |
| A2: | The course lasts for four hours. The maximum fee to be charged by the proprietor of a taxi service improvement school for a TSIC shall be HK$600; and the maximum fee for the issue of a taxi course attendance certificate or a taxi course completion certificate shall be HK$30. The exact fee may, however, vary among schools. Those interested may approach the schools in person or by phone for details. |
| Q3: | How is the TSIC conducted? Can I just take the course-end written assessment without attending the course? |
| A3: | No. The TSIC is to raise taxi drivers' awareness of complying with various regulations when providing passenger service, and to equip them with appropriate service attitude and emotion management skills through classroom learning. Interactive learning and discussions are encouraged among participants, and their enthusiasm in participation will form part of the instructor's assessment criteria. To have 3 points deducted from the total number of TDOPs you have incurred, you need to attend the entire TSIC, complete all assignments and take the course-end written assessment with satisfactory performance. Hence, you cannot just take the course-end written assessment without attending the course. |

| A4: | The course-end written assessment takes place in the last 30 minutes of the TSIC. Participants will be given 20 multiple-choice questions, with the passing mark set at 12 correct answers (i.e. 60%). Participants must attend and complete the TSIC before they are allowed to take the course-end written assessment. |
