In order to enhance the awareness of road safety and foster good driving behaviour, Driving Improvement Course (DIC) has been introduced since September 2002. It is an 8-hour course which covers topics of driving-offence points system, concept of safe driving and prevention of traffic accidents, legal provision on drink and drug driving, good driving manner, etc. (ii) has already incurred 15 or more DOPs; or (iii) the Commissioner for Transport has within the past 2 years deducted DOPs for completion of a driving improvement course in relation to which he/she is issued with a course certificate from the total number of DOPs incurred by the person. |

[Expand/Collapse] | Mandatory Attendance of the Course | |
As a measure to further enhance road safety, persons falling within the following categories shall be required to attend the driving improvement course on a mandatory basis within a specific period of time starting from 9 February 2009: |

[Expand/Collapse] | Court Order/ Transport Department's Written Notification to Attend the Course | |
Generally, traffic offenders will be required to attend the Course within three months from the date of issue of the written notification issued by the Transport Department, or according to the period ordered by the court. |

[Expand/Collapse] | Consequence of Non-compliance with Mandatory Attendance of the Course | |
Traffic offender who does not comply with the court order or the written notification from the Transport Department to attend the Course may be liable to a maximum fine of $10,000 and imprisonment for a maximum period of two months, and he is still required to attend the Course. The Transport Department shall refuse to issue, re-issue or renew a driving licence of an offender who fails to abide by the order or notification. If the traffic offender is ordered compulsory attendance of the Course and disqualified by the court from holding a driving licence at the same time, the Transport Department will return the driving licence to the offender only after he has completed the Course and the lapse of the disqualification period. |
