    The 14 types of electronic permits (e-Permits) will be rolled out in phases, four types of e-Permits, including Expressway Permit and Movement Permit have been launched from 16 December 2022. Disabled Person's Parking Permit, Parking Certificate for Drivers who Carry People with Mobility Disabilities, Closed Road Permit (excluding Cross-boundary Vehicles), Restricted Zone Permit, Prohibited Zone Permit and Bus Lane Permit have been launched from 6 March 2023. The Lantau Closed Road Permit under the "Driving on Lantau Island" Scheme and the general Lantau Closed Road Permit have been launched from 1 May 2023 and 31 January 2024 respectively. The Passenger Service Licence Certificate and Hire Car Permit are launched from 22 May 2023.  Closed Road Permit (Cross-boundary Vehicles) has been launched from 26 September 2024:

    Electronic submission and payment
    • Visit the designated website using the links below to fill out the forms and upload the necessary supporting documents.
    • Pay the required fee using digital payment means (if applicable).
    Electronic approval and issue of e-Permits
    • Transport Department will vet the application and notify the applicant of the result electronically.
    • The applicant will be notified the result by email if the application is approved and be issued with the e-Permits in "portable document format" (pdf).
    • The applicant is required to print and display the e-Permits according to the related requirements.

    • e-Permits possess the same legal status as the corresponding paper-form permits.
    • Encrypted "Quick Response code" (QR code) is added for Police officers to read and verify the e-Permits.

    1. Portable Document Format e-Permit will be issued by via online application only, except Disabled Person's Parking Permit (also applicable to other application means).

    Change of Address and E-contact means
    • E-Contact Means registered with the Transport Department will be used for receiving electronic messages and one-time password for the HKeToll as the identity verifications to apply for HKeToll vehicle tags and associate vehicles to the HKeToll accounts of the registered vehicle owners and permit / licence holders.
    • The electronic contact means is a very important contact information. Please ensure that your electronic contact means is correct and as far as possible provide the frequently used one (such as your mobile phone number) to receive messages from the TD, including matters related to the tunnel toll payment after the implementation of HKeToll.
    • In accordance with the current legislation, the registered vehicle owner and permit / licence holder must inform the TD within 72 hours in case of a change to the electronic contact means.
    • Applicants may make use of the "Change of Address Online Service" to update the E-Contact Means registered with the Transport Department by clicking this link.
    • For any change of address and E-Contact Means notified under any Transport Department application form, all vehicle/driving licence records of the applicant under the same identity document held by this Department will also be changed.
